Dear Mr. Arndt:

I am enclosing a notice of the coming meeting because you are not on the list of invitees.

The meeting is of your concern because in my Petition (on the agenda)

I requested that the Director's Decision on LaSalle of March 16, 1984 be made null and void for the use of false statements. You prepared the statement of the Decision that my " Critique" was a proprietory document, and on this ground the Director declined to respond to the

" Critique." In fact, the " Critique" was placed into the PDR by yourself.

In view of irrefutable evidence in my " Critique" that with the present leak rate testing methodology one may " determine" any value of the leak rate at will (and there is a strong evidence that some tests (Zion) have been manipulated), and in view of the importance of this evidence to Mr. Gogol's Petition, your actions may, possibly, be regarded as an attempt to supress the evidence.

The question will be raised at the meeting. Your attending the meeting would be, therefore, beneficial to the discussion and to you personally.

If you can not make a personal appearance please pass all the materials on the subject matter to Mr. Shapaker who seems to be in charge of the ,

meeting preparation.
