SIXTH ANNUAL REPORT OF THE ATOMIC SAFETY AND LICENSING BOARD, PANEL.:
FISCAL YEAR 1987 The attached Annual Report details an increase over FY 1986 in cases closed and issues resolved before hearing.
The volume of filings per judge remained _ essentially unchanged.
New cases filed increased 20% over th'e average for the preceding five years.
These increases were predicted in the Panel's March 1985 Five-Year Plan, although that forecast underestimated the total caseload by 18%.
The Panel is now working at full efficiency in adjudicating a stabilized, continuing caseload of other than OL and CP proceedings.
However, the impact of the massive MRS and HLW cases has the potential to exceed current capabilities.
The Panei is now reduced to 17 full-time Administrative Judges.
Their average age is 58, and in two years 11 of the 17 will be eligible to retire.
It now appears likely that the Panel may be involved in pre-application proceedings for the high level waste repository in 1989.
I believe the Commission should carefully revisit adjudicatory staf fing needs for its adjudicatory responsibilities in Fiscal Years 1989 and thereafter.
