Dear Ms. Brosius:

This is the third partial response to your letter of April 13, 1984, in which you requested, pursuant to the Freedom of Information Act (F0IA), copies of documents which pertain to three separate categories of information regarding the Wolf Creek Nuclear Power Plant.

At this time, we are addressing one of the investigation reports which are subject to your request. ,

Documents 1 and 2 on the enclosed appendix are being released in their ,

entirety. Copies of the released documents are being made available at the Nuclear Regulatory Commission (NRC) Public Document Room (PDR), 1717 H Street, NW, Washington, DC 20555, and at the following NRC Local Public Document Rooms (LPDR):

There is no charge for inspecting records at the PDR and LPDR's. However, enclosed is a notice which explains charges and procedures for obtaining documents from the PDR. Copying equipment is available at the LPDR's for copying records at nominal charges. ,

Portions of documents 3, 4 and 5 on the enclosed appendix are being withheld pursuant to the F0IA exemptions cited on the appendix.

Infomation being withheld pursuant to Exemptions (6) and (7)(C) consists of names and telephone numbers, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy. This information is being withheld from public disclosure pursuant to Exemptions (6) and (7)(C)~.of the F0IA (5 U.S.C. 552(b)(6) and (7)(C)) and 10 CFR 9.5(a)(6) and (7)(111) of the NRC's regulations.

Pursuant to 10 CFR 9.15 of the NRC's regulations, it has been determined that the information withheld is exempt from production or disclosure and that its production or disc.losure is contrary to the public interest. The person responsible for Inis denial is Mr. Ben B. Hayes, Director, Office of Investigations.

This denial may be appealed to the NRC within 30 days from the receipt of this letter. Any such appeal must be in writing, addressed to the Secretary of the Commission, U. S. Nuclear Regulatory Comission, Washington, DC 20555, and should clearly state on the envelope and in the letter that it is an " Appeal from an Initial F0IA Decision."

The review of additional documents subject to your request has not been completed. As soon as the review it completed, we will advise you of our disclosure detemination.

Pursuant to the Freedom of Information Act, U.S.C. 522, as amended, the Nuclear Awareness Network requests the following documents regarding the Wolf Creek Nuclear Power Plant. Please consider " documents" to inclitde reports, studies, test results, correspondence, memoranda, meeting notes, meeting minutes, working papers, graphs, charts, diagrams, notes and summaries of conversations and interviews, computer records, and any other forms of written communication, including internal NRC Staff memoranda. The documents are specifically requested from, but not limited to, the following offices of the NRC Of fice of tite Analysis and Evaluation of Operational Data (AEOD): Office of Nuclear Reactor Regulation (NRR); Office of Nuclear Regulatory Research (Research); Office of Inspection and Enforcement (I&E);

Generic Issues Branch of the Division of Safety Technology, and the Operating Reactors Branches of the division of Licensing.

In your response, please identify which documents correspond to which requests below.
