By letter to you dated October 14, 1977, we addressed a specific concern -

regarding your installation of the Recirculation Pump Trip (RPT) system as part of additional protection for postulated Anticipated Transients Without Scram (ATWS) events at the Monticello Nuclear Generating Plant.

We requested that you utilize relays of a dif ferent manufacturer than those installed in your Reactor Protection System, in order that a comon node failure would not occur.

You responded by letter dated November 30, 1977, in which you stated that the functional diversity requirement for the RPT would be met through

" functionally opposite application of the relays." You also stated that any nodification of this sort would require extensive redesign under revised criteria.

In subsequent telephone conversations with your staff, we determined that your interpretation of our requirements was that the functional diversity

, of all components was in ouestion, when in fact we had specifically addressed only relays.

In clarification of our recuirements, we reiterate that, for Monticello, and at this time, the re',ays are the only components for which such functional diversity is required and for which the installation of eouip-nent provided by different manufacturers is desired. Further, the NRC staff is considering other RPT criteria, but those reoutrements will not be applied to Monticello at the present time. Monticallo will be A"
