MORTICELLO NUCLEAR GENERATING STATION E!NIh0:.HESTAL TECi NICAL SPECIFICATIONS J.1.1.b(3) Heteorological Monitoring Oblective The objective of meteorological monitoring is to adequately measure end do:ument ceteorological conditions at the site.

Soccification The meteorological monitoring system shall conform to the recommendations in Regulatory Guide 1.23, Onsite Meteoroloaleni Programs. The height (s) of wind speed and direction sensors shall be representative of conditions at the height of radioactive effluent release. Vertical tcmperature gradient shall be measured between ten meters and a height not less than forty meters which shall be representative-of stability conditions of the atmospheric layer into which the effluent is released.

Reporting Recuirements Meteoroingical data shall be summarized in a format consistent with the re-commendations of Regulatory Guide 1.23, and observations in a form consistent with National Weather Service procedures. Summaries of data and observations shall be available to the U.S. Atomic Energy Commission upon request and in ecnfornance with Regulatory Guide 1.21 (Rev. 1, 6/74). If the outage time of any of the meteorological instruments exceeds seven consecutivo days, the-total outage time and dates of outage, the cause of the outage, ani the in:trument(s) involved shall be :eported within 30 days of the-initial time of the outcge to the U.3. shall have the written approval of the U.S. Atomic Energy Commission,
Directorate of licensing, prior to initiation of the modification.

D The collection of meteorological data at the plant site will prdvide inf ormation which may be used to develop atmospheric diffusion parameters to estimate potential radiation doses to the public resulting from actual routine or accidental releases of radioactive materials to the atmosphere.

A meteorological data collection program as described above is necessary to meet the requirements of sub. paragraph 50.36 a (a)(2) of 10 CFR Part 50 and /.ppendices D and E to 10 CFR Part 50, .
