Dear Mr. Giambusso:

As 'you are aware from the meeting with your staff on May 20, 1975, the Oyster Creek Nuclear Generating Station Unit 1 was not originally designed to accommodate all possible single failures in the electrical system and still assure adequate emergency core cooling. The specific situation of a break in one core spray line accompanied by failure of the opposite system diesel bus was discussed in detail during that meeting.

Under a separate letter dated May 23, 1975, we provided you with an analysis to demonstrate that a condensate pump could be used to assure adequate core cooling in the event an electrical failure caused the redundant core spray systems tn become in-operable for this' unlikely assumed break.

As wc indicated during the !!ay 20 meeting, while we have performed exhaustive reviews to assure that all possible active failures in the ECCS systems have been examined, we have not done so in the same systematic fashion for all possible passive failures in the electrical system, in the detail necessary to -

informed of any possible failures.which could create a situation of similar consequence.

In this regard, we have impicmented a program to eliminate the difficulty associated with the diesel generator bus fault des-cribed above.

Our present plans indicate that this c,orrective 4

action will have been completed within about 60 days.
