VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT NOS. 1 AND 2 COMPLETION OF BACKLOGGED LICENSING ACTIONS Your letter of November 27, 1984 indicated that North Anna Unit Nos.1 and 2 were one of four operating facilities which must complete 75% of all backlogged licensing actions assigned prior to July 1,1984. Your letter also referenced two licensing actions that you needed our assistance in order to complete.

This letter provides the appropriate actions and schedule to complete the two referenced items.

By letter dated October 4,1983 (Serial No. 548), we subaitted a proposed change to North Anna Unit Nos.

1 and 2 Technical Specification surveillance requirement 4.7.10.c (steam generator / reactor coolant pump snubbers) and snubber additions and deletions to Tables 3.7-4a and 3.7-4b.

In subsequent conversations with the NRC staff, it was indicated that our submittal was not acceptable.

We would like to withdraw our above referenced license amendment in its entirety at this time.

We may request further changes to Technical Specification 3/4.7.10 with relation to Generic Letter 84-13 dated May 3, 1984.

1983 (Scrial No. 689), we submitted a proposed change to North Anna Unit No.1 Technical Specification 3.6.4.2 which would allow one electric hydrogen recombiner to be inoperable and still allow the unit to change operational modes within the 30 day act!on statement.

In subsequent conversations with the NRC staff, it was indicated that the justification for the proposed changes (making the Unit 1 Technical Specification consistent with the in-place Unit 2 Technical Specification) was not acceptable and in non-conformance with the Westinghouse Standard Technical Specifications. Also, at,the time, no justification could be found why the North Anna Unit No. 2 Technical Specification was so formulated and in place at the time North Anna Unit No. 2 received a full power license.

We intend to either submit further technical justification to address our proposed Technical Specification change or withdraw our proposed Technical Specification change by April 1, 1985. If further technical justification is provided, the justification will also apply to keeping the North Anna Unit No. 2 Technical Specification as it is currently written.
