This is~in response to our recent correspondance (see attached ccpies)
I feel my request has been misunderstood. The information-I was requesting were the N.R.C.'s point by point detailed review and reccomendations regarding the New York Power Authority's plans to improve operations.
The document you sent me talks about these reviews but has no specific assessments other tha., vague refer-ences to the continuation of the review process.
I am willing.to ellow that the mistake was simply a misunderstanding cf what what vas being requested. I would rather not believe that the N.R.C.
is attempting to-stifle public participation by delaying and deliber-
- atly confusing its responces to the public.
please' reassure me that rhe N.R.C.
is indeed w~orthy of its role of protecting the public by sending te the following.

I work providmg health care in a physician's office, and have for 8 years now.' Prior to this I was a Health care technician in.the hosp-ital here in Norwich. I have - therefore - had the advantage of a long standing closeup view of how our health care systen does and doesn't work. The MAJOR obstacle to providing good care to all who need it,( which I hopa is our mutual objective :) is the whole' current reinbursenent system. The multiple redundancy of public and r.;ivate payments for health care and the en2shing administrative costs associated with this are the prirary reascn for the increases in the costs of health care while so nuny of the disadvantaged people in our culture have inade-quate or no coverage, and will likely remain poorly covered under any hzt a universal socialized systen ie. the Russo bill.
Please do what you can to nove this bill quickly and positivly through congress. In the event that the Russo bill is stymied, Your endorsarent; of Se N.Y.S. analog to it - N.Y. Health ( A - 8912 ) would be greatly appreciated. ( see appendix F )
In conclusion I again trank you for your help, and appreciate your wring' record - especially your 'nc' vote on H.R.776 with its pro-nu-clear tilt.I hope I am helpful in providing opinions stich, I feel, represent a large portion of ycar constituents.
