AFFIDAVIT OF C. THOMAS BRANDT REGARDING LINER PLATE TRAVELER TESTIMONY

1. Quality Engineering Review of Travelers During my testimony on November 26, 1984, I was asked whether my testimony is consistent with reviews conducted by the quality engineering staff (tr. 20729-31). I have consulted with TUGCO Quality Engineering regarding their reviews of liner plate travelers in connection with the NRC's Technical Review Team. I am satisfied that my a

testimony on November 26 was complete and accurate as to the reviews conducted by quality engineering ("they had not found any generic types of problems that I had not already seen") (tr. 20730).

Transfer of Travelers From the Permanent Plant Records Vault to the Interim Records Vault During my testimony on November 27, I was asked why Mr.

Tessier conducted a review of Unit 2 refueling cavity' liner plate travelers when the traveler packages were moved from the Permanent Plant Records Vault to the Interim Records Vault (tr. 20928-29). At the time, I did not know the answer.

I have been advised that Mr. Tessier conducted a review of the Unit 2 travelers which resulted in the issuance of 5 NCR's as part of the on going work activities.

This review was directed by his immediate supervisor, but did not encompass the entire population of Unit 2 travelers.

3. Full Fillet Weld for Embed Plates During my testimony on November 27, I was asked whether the fabrication and installation drawings for fuel pool liner erection required a continuous fillet weld for attaching the backing strip to embedded plates (tr. 20819-21). At the time, I did not recall what the drawings required.

Attached to this affidavit is a copy of Drawing 2323-52-0560, Revision 2.

The detail in the lower center of the drawing titled "Typ. Det. at Wall" shows the configuration of an embedded plate welded to the liner. The weld symbol in this detail specifies a continuous fillet weld for attaching the embed to the back strip. This is shown as a 3/16" fillet weld, welded all around.

4. Carbon Copy of Chits During my testimony on November 27, I was asked whether c'arbon copies of liner plate NDE chits existed. I am informed that carbon copies of chits were not normally made, although there are a few welds, such as Weld 35, for which carbon copies exist. I cannot state which welds have carbon copy chits without a. thorough review of all liner plate travelers.
5. ASME Code Requirements The Comanche Peak FSAR does not impose the ASME Code for fabrication, installation, and inspection of the stainless steel liner plate. The Design Specification, SS-18, imposes the ASME Code only to the extent that I have previously testified, i.e., qualification of welders and welding procedures are to be in accordance with Section IX of the ASME Code. The specification does not require the ASME Code for fabrication, installation, or inspection of the liner plate. . '/
