February 7,1996 Director, Office of Enforcement US Nuclear Regulatory Commission Washington,DC 20555 In response to the Demand for Answers. Yes, I am currently employed, but not under any..

company subject to the Nuclear Regulatory Commission.

'In the time which I was employed at Calvert Cliffs, as with any job I have had, I take my work j

! seriously and give 100% to whatever I do as my employment record and past history will show.

. I enjoy my work and enjoy learning all that I can so that I in return can teach others which gives me great pleasure.

While I was at Calvert Cliffs, I could do this on a daily basis. I took my experience and training that I have to teach and give new, better, and safer ideas that would benefit the company. In l

doing so over a period of time, I became a supervisor for the Contractor in which I worked for at Calvert Cliffs. At no time while I was employed at Calvert Cliffs was I ever reprimanded or cited for any procedure or safety violation. I only wanted to do the best that I could do for the

- company and those who work there. My actions and performance at Calvert ClitTs were of

sincerity as all'who know me can verify. I can assure the Nuclear Regulatory Commission that you may have the utmost confidence that I now or in the future will comply with the requirements including complete and accurate infonnation as the sole reason of not disclosing that I was an illegal alien was the fear of deportation. I can not undo the mistake that I have made in the past, but I wish to have the opportunity to prove to the Commission that I am sincere in that what I have learned has had an everlasting impact and my future will be guided by what I now know. I recognize the importance of addressing problems directly and properly and have developed a true understanding for the need to ensure absolute truth regardless of the conditions, as to do otherwise my subject myself to the possibility others may try to use something against 2

me. I have always been truthful in all other areas of my life and the error in judgment has been L

related to only my status in the United States. I recognize that the culture in which I was raised l

and the lack of understanding of American views and or society as it is here in the United States is somewhat different. I now understand thor.e differences having spent the amount of time I l

have here. As a result, I am willing, should and can abide by the laws and culture of the United j

States. I have been a productive member of society and my community. I am a homeowner, have a family, and pay taxesjust like all others.

-In answer to your last demand for answer, I did deliberately but without malice or intent to j

deceive my employer about my work background and experience. It was done based solely on my fear of deportation.

Page 2 In final, there is a small in accuracy that I wish to point out. While I did apply for a passport under another name, I never pursued the document as I later learned the seriousness of what I had done. In Paragraph One of the Demand for Answers, the letter states that "I was an illegal alien who had received a passport under another name." I sincerely wish to be given a chance to prove what I have learned and that I can be an asset.

In closing, I ask that should the Commission rule I should be excluded from an ability to work for an employer regulated by the Commission, consideration as given to the 15 months that I have been subject to that limitation. The Department ofImmigration has granted me a legal resident of the United States effective January 1996.
