Interim Finding for the Wolf Creek Generating Station This is in response to your May 30, 1984, memorandum requesting an interim finding on the current status of the offsite emergency plans for the Wolf Creek Generating Station. Based on conversations between the staffs of the Nuclear Regulatory Commission (NRC) and the Federal Emergency Management Agency (FEMA), the deadline for the FEMA response was extended to October 1,1984.
In accordance with 44 CFR 350, FEMA Region VII is in the process of reviewing the relevant State and county plans and implementing procedures for. the Wolf Creek site, and finds that all deficiencies cited in this and past reviews either have been corrected or are scheduled for correction by January 1, 1985. In addition, the first joint exercise has been scheduled for the Wolf Creek Generating Station on November 7, 1984. As stated in the attached interim finding, the Director of FEMA Region VII, based on the information and projected corrective actions presented in this finding, believes that the plans submitted by the State of Kansas and Coffey County are adequate and capable of being implemented. However, since no exercise has yet been held, the Regional Director cannot make a finding regarding the actual degree of emergency preparedness of the agencies charged with emergency responsibilities in the event of a radiological accident at the Wolf Creek Generating Station. Such a finding can be made after the November 7,1984, exercise. This constitutes FEMA's most recent review and interim finding on offsite planning and preparedness for the State of Kansas and Coffee County in the vicinity of the Wolf Creek site.
