Duke Power Company Request for Relief from ASME Boiler and Pressure Vessel Code,Section III Requirements Duke Power Request for Relief 95-GO-002 Supplemental Information Catawba Nuclear Station Docket Nos. 50-413, 414 McGuire Nuclear Station Docket Nos. 50-369, 370 In a letter dated January 18, 1996 the NRC Staff requested additional information be provided on the scope of Duke Power Request for Relief from ASME Section III Requirements (RR) No. 95-GO-002.

The NRC Staff requested Duke to discuss the extent of manual block valves at Catawba and McGuire located in series with overpressure protection devices and subject to Article NC/ND-7153 of the Code and the provisions of 10 CFR 50.55a.

As originally submitted, RR 95-GO-002 only addressed manual block valves associated with the Volume Control Tank and the Regenerative Meat Exchangers that were specifically identified in Westinghouse Nuclear Safety Advisory Letter NSAL-94-009.

Preliminary evaluations at Catawba and McGuire have concluded there are other manual block valve applications subject to the more recent Code interpretation of Article NC/ND-7153 as described in RR 95-GO-002.

Duke believes the considerations affecting these additional valves, as with the valves originally identified in Westinghouse letter NSAL-94-009, concern only Code compliance issues and do not involve safety issues.

Based on these preliminary evaluations, Duke plans to supplement Request for Relief 95-GO-002 to include all known valve applications that are 9602120090 960207 PDR ADOCK 05000369

determined to be subject to Article NC/ND-7153 and the provisions of 10 CFR 50.55a.

Due to the limited engineering resources currently available, some time will be required to complete the identification of the additional block valves, j

and evaluate the failure consequences to support an expanded scope of RR 95-GO-002.

Therefore, Duke plans to submit the 4

supplemental information to the NRC by September 30, 1996.

Presently, administrative controls are in place to preclude improper closing of the manual block. valves described above.
