Oyster Creek Nuclear Generating Station Docket No. 3)-219 IE Inspection 50-219/83-24 As requested in your letter dated February 9,1984 concerning the subject inspection, we are providing you with a summary of our current methods used to ensure responses made to the NRC are accurate. Our submittals to the NRC are prepared in the following manner:

The initial . investigation and preparation of technical submittals are normally performed by engineering personnel. Depending upon the specific subject of the submittal the investigation and preparation is conducted by the Oyster Creek Plant Engineering Department located at the Oyster Creek site, the Nuclear Assurance Division, or the Technical Functions Division, both of which are headquartered in Parsippany. Preparation of responses to IE Bulletins are usually initiated by Plant Engineering personnel utilizing a checklist for guidance during the development stage. The checklist cannot be all encompassing because each task has its own uniqueness, but it does provide

, a list of general items to be considered as a minimum prior to completion of the submittal. This checklist has been proceduralized and a copy is enclosed for your information (see Enclosure 1). Upon completion of the engineering investigation, the draft submittal and checklist are submitted to the engineer's immediate supervisor for approval.

Mr. Thomas T. Martin, Director U.S. Nuclear Regulatory Commission Page 2 The second measure in assuring accuracy consists of multi-level reviews of the submittal. The level and number of reviews depends on the topic of the submittal and the significance of the commitments involved (See Enclosure 2).

After the originating department approval, the submittal is reviewed by the Licensing Department and the appropriate division's cognizant technical department. If approved, the draft is then reviewed by the Plant Operations Director at Oyster Creek where an overall project review rather than a detailed technical review is performed. The Vice President and Director of.

Oyster Creek then reviews and approves the submittal. Each level of review is conducted by an individual who usually has more experience and broader knowledge than the preceding reviewer; however, the detailed technical review is primarily the responsibility of the originating department.

Submittals that originate within the Radiological and Environmental Controls, Maintenance and Construction, or Administration Divisions are required to undergo a three (3) division review and approval cycle, i.e., the originating division, Technical Functions, and the Oyster Creek division.
