This memorandum was cited by Sunflower as support for its argument that the State of Ohio emergency response plans "are not complete," "are not finally approved" and are " undergoing public comment until September 1."

Atomic Safety and Licensing Board July 25, 1984 Page 2 This morning, I received a copy of the State of Ohio plan to which the July 3, 1984, memorandum was attached. In reviewing the plan, I noted that a letter from the Governor of Ohio was also attached. Since the Governor's letter is relevant to Sunflower's argument that the State plan is'only in draft form and Sunflower neglected to include the Governor's letter, I am enclosing it for the Board's inf ormation.
