Dear Mr. Kirkman:

This is in reply to your letter of June 2, 1971 to V. P.

McDevitt concerning the preoperational environmental radiation monitoring under Construction Permit No. CPPR-37 with regard to shellfish samples.

You may wish to note for your files that Mr. McDevitt has now retired and I am Vice President and General Counsel of the Company.

Your conclusion is correct that there was no evidence of analysis of shellfish samples for the year 1969 and early 1970.

The omission resulted from poor communications during a transfer of work responsibility by our consultants.

Nuclear Science Division of International Chemical & Nuclear Corp. (formerly NSEC),

Pittsburgh, Pennsylvania, transferred the radiation monitoring program for Philadelphia Electric Company to ICN/Tracerlab, Chemical and Radioisotope. Division of International Chemical &

Nuclear Corp., Waltham, Massachusetts, in the first quarter of 1969.

NSEC did not inform Tracerlab that it was necessary to notify the collector of shellfish samples whenever a sample was desired.

Hence, no samples were taken during the time interval from December 1968 until September 1970, when both Tracerlab and Philadelphia Electric Company discovered the omission.

the cause of the long delay in the preparation of quarterly and annual reports.

As a result of this omission in sampling, IGN/Tracerlab has been instructed to review the sampling program weekly to insure that all media are collected on schedule.

Philadelphia Electric Company reviews the sampling program quarterly.
