Revised Commitment to Confirmation of Action Letter dated January 27, 1982
Dear Mr. Keppler:
In a letter from U. C. Gerstner to J. G. Keppler dated April 21, 1982, Illinois Power Company (IP) established a commitment in response to the Confirmation of Action Letter of January 27, 1982.
This commitment, relative to the Quality Assurance Program at Clinton Power Station (CPS), was revised and submitted in a second letter from W. C. Gerstner to J. G. Keppler dated July 13, 1983.
This commitment stated:
"The IP Vice President, being cognizant of site activities as the result of meetings, reports and daily interfaces with management, can effectively evaluate the impact of site personnel changes.
The BA Manager of Q&TS will discuss with, and obtain concurrence from the IP Vice President on any contemplated Q&TS personnel terminations, promotions or transfers prior to initiation of the action."
The above commitment was reviewed as part of an internal surveillance performed to verify implementation of IP commitments made to the NRC.
This surveillance found that the IP Vice President's analysis of BA Q&TS personnel promotions and transfers was inadvertently delegated to an IP-Director; the IP Vice President, however, maintained the leview of terminations.
Without prior NRC notification, this shift of responsibility is recognized as improper.
A comprehensive review of the commitment was subsequently performed and indicated that the underlying causes necessitating the establishment of the commitment have improved.
As a result, Illinois Power is revising the method of implementing the commit-ment made in IP's letter of July 13, 1983, as follows:

The BA Manager of Q&TS will discuss with, and obtain concurrence from the IP Vice President on any contemplated Q&TS personnel termination (s) prior to initiation of the action."
IP regrets this occurrence regarding improper implementation of a NRC commitment.
IP will continue to closely monitor the implementation of commitments affecting the Quality Assurance Program at CPS.
