NRC letter from T. J. Polich to C. L. Terry dated May 16, 1995 Gentlemen:
In accordance with 10CFR50.4 and the above referenced' letter, enclosed are four (4) copies of the CPSES Physical Security Plan, Revision 23 (Copy Numbers: 13. 14, 15 and 16),
Revision 23 provides the outstanding changes to the CPSES Physical Security Plan that reflect (1) full implementation of the use of biometric hand-readers for controlling unescorted personnel access into the CPSES Protected Area and (2) implementation of those issues discussed in the referenced letter from NRC which granted TV Electric's exemption request to portions of 10CFR73.55(d)(5).
Included with each plan is a " Summary of Changes" which lists the specific changes incorporated.

TXX 95180 Page 2 of 2 An evaluation conducted per 10CFR50.54(p) has determined that the level of security system performance will be maintained at a level which will ensure protection against radiological sabotage as required by 10CFR73.55 and therefore, does not decrease the safeguards effectiveness of the Physical Security Plan. The enclosures to this letter contain SAFEGUARD INFORMATION as defined in 10CFR73.21: consequently, the enclosures should not be placed in the Public Document Room.
