Response Data System (ERDS) as 10 CFR Part 50 Appendix E Section VI. The intended purpose of the ERDS is to provide transmission of key plant parameters to the NRC in the event of a plant emergency, lhis rule ,

requires that licensees submit an implementation plan to the NRC by l October 28, 1991 which outlines a schedule for completion by february 13, 1 1993. Attached is an implementation plan and schedule which follows the  !

guidance of NUREG-1394, Revision 1. l 1

The dates provided in the attached schedule are goals for completing )

milestones necessary for successfully implementing the ERDS by February 13, '

1993. Many of the dates assigned are dependent upon timely completion of items which are the responsibility of the NRC. Consequently, continued interaction with the NRC staff, as the ERDS implernentation progresses, is expected with regard to the exact completion dates of intermediate milestones.

In accordance with the provisions of Section 3.6 of NUREG-1394, kevision 1, Alabama Power Company will modify the necessary Emergency implementing Procedures to incorporate tt RDS. In addition. Alabama Power Company will establish administrative controls to ensure the integrity of 4 ERDS is maintained and that the required notifications to the NRC are maue should the ERDS database or communication protocol be changed.

- Receive questionnaire. Complete

- Arrange site meeting with NUS/El. Complete

- Return questionnaire identifying tha 03/01/92 Data Point Library (DPL) and Plant Attribute Library (PAL).

- NRC install offsite phone lines. 06/01/92

- Develop communication / data transmission 06/01/92 software for plant computers.

- NUS/El perform preliminary test using 09/01/92 PC for data reception.

- Perform formal acceptance test at NUS/El. 10/01/92

- Incorporate the FNP ERDS into the NRC 01/01/93 ERDS computer at Operations Center and perform data transfer.

- Implement plant procedure changes. 02/13/93

- Declare the FNP ERDS operational. 02/13/93
