TV Electric herewith submits Revision 19 (enclosed) of the CPSES Technical-Requirements Manual (TRM). Enclosed are the following documents:

Revision 19 and 10 copies The attachment contains a page by page description of the changes. As has been the TU Electric practice in the past several TRM revisions, all changes described in the attachment have been evaluated for relative significance (i.e., the group number 1. 2, 3, or 4 corresponds to each change justification as discussed in TV Electric letter TXX 88467 dated June 1, 1988).
In addition, all changes applicable to CPSES Units 1 and 2 have been reviewed under the TU Electric 10CFR50.59 process and found not to include any "unreviewed safety questions".

TRM Revision 19. dated May 15, 1995, will become effective at 12:01 AM CST on May 17, 1995.

Updates Table 1.1.1 " Reactor Trip System Instrumentation Trip Response Times," by deleting the reference to Power Range, Neutron Flux High Negative Rate and replacing with the phrase "Not used".
Update This change makes the TRM Table consistent with License Amendment Request 94-013 which has been approved by the NRC and will become effective on May.

By removing the "High Negative Neutron Flux Rate" reactor trip function from the Reactor 3
Trip System, the potential for inadvertent plant trips can be reduced with no impact on plant safety.
