Dear Mr. Youngblood:

Millstone Nuclear Power Station, Unit No. 3 Control Room Design Review Implementation Plan Northeast Nuclear Energy Company (NNECO) identified in Attachment No. 5 of Reference (1) and Chapter 18 of the FSAR for Millstone Unit No. 3 our intentions to perform a control room design review (CRDR). Subsequent to the initiation of the CRDR during July,1983, an appropriate amount of time was expended to integrate CRDR efforts with other Supplement I to NUREG-0737 activites.

NNECO hereby submits five (5) copies of the " Control Room Design Review Implementation Plan" for Millstone Unit No. 3. In accordance with Supplement I to NUREG-0737, no NRC Staff approval of this implementation plan is required.

As such, we are proceeding based upon this plan. However, we trust that any NRC-perceived major deficiencies in this plan will be brought to our attention in a timely manner.

A brief clarification of one item in Section 4.3.3 and Section 10 is warranted.

The clarification pertains to the use of the plant-specific simulator to dynamically validate the Emergency Operating Procedures (EOPs). In order to procure the simulator on our desired schedule, the design of the simulator was

" frozen" Juring the first half of 1983. As such, all aspects of the EOPs may not be validated on the plant-specific simulator. However, EOPs will be' statically vaildated by EOP walkthroughs in the Millstone Unit No. 3 control room.

Additional information on this subject will be provided in our November 18,1983 submittal, which will discuss our integrated implementation schedule for Supplement I to NUREG-0737.

Section 10 of the attached plan briefly discusses the integration of the CRDR activity with other emergency response capability activities contained in Supplement I to NUREG-0737. Additional information on such integration will ,

be provided in our November 10,1983 submittal. Some minor changes to the I

r schedule in Section 4.0 have recently arisen due to the development of our November 18, 1983 submittal and these changes will be included in that submittal.

We currently plan to submit the CRDR Summary Report for Millstone Unit No. 3 on or about June 1,1984.
