This letter is written in response
_7 your letter of November 25, 1983, which transmitted Inspection Report ETN 50-482/83-33. As requested, the c.eviation identified in the Inspe tion Report is being addressed in three parts:
a) 'Ihe corrective steps which have been taken and the results achieved; b) Corrective steps which will be
- 2 ken to avoid further deviation from commitments made to the Commission; and c) The date when full compliance wil. be achieved.
DEVIATION: Joint Test Group Chairmanship Finding:
The Final Safety Analysis Report (FSAR) for the Wolf Creek l
Generating Station, Chapter 14, Revision 10, Paragraph 14.2.3.2, l
of April, 1983, states, in part, that the chairman of the Joint Test Group will be the Superintendent of Operations.
In deviation from the above, Administrative Procedure (ADM)14-202, Revision 3, " Joint Test Group", Change Notice No. 002 dated October 13, 1983, changes this chairmanship to the Superintendent of Regulatory, Quality and Administrative Services.

Response
a) The corrective steps which have been taken and the results achieved:
The initial Administrative proccdure Change Notice (ACN) 002 to ADM 14-202, Revision 3, issued October 13, 1983 should only have identified the Superintendent of Regulatory, Quality and Administrative Services as the designated Alternate Chairman of the JTG for the period of time until cold license exams are given in April 1984.
ACN 003 was issued to correct ACN 002 but again the in-correct terminology " Acting" was used in place of the correct. designation of ' Alternate'.
ACN 004 to ADM 14-202 was issued to delete ACNs 003 and 002.
The Superintendent of Operations, who is the designated JTG Chairman per the FSAR, issued a letter (Number KWOLKW 83-365) designating the Superintendent of Regulatory, Quality and Administrative Services as Alternate Chairman until licensing exams are complete in April,1984.
The. qualification requirements specified by Site Administrative procedures for the positions of Superintendent of Operations and Superintendent of Regulatory, Quality and Administrative Services are minimum qualifications. The Superintendent of Regulatory, Quality and Administrative Services has in excess of 20 years nuclear experience, military and commercial and has been previously licensed as an SRO.
Therefore, the Superintendent of Regulatory, Quality and Administrative Services has qualifications equivalent to those of the Superintendcnt of Operations.
b) Corrective steps which will be taken to avoid further deviation from commitments to the Congnission:
The Superintendent of Operations, who is the designated JTG Chairman per the FSAR, issued a letter designating the Superintendent of Regulatory, Quality and Administrative services as Alternate Chainnan until licensing exams are complete in April, 1984. This deviation was discussed by the JTG on December 21, 1983, to emphasize the requirement to be more alert to the various commitments made to the Commission.
