Dear Chairman Palladino and Members of the Commission:

SSER 21 in the above-entitled proceeding was issued in December 1983. In that document, the NRC Staff relies upon Inspection Report 50-275/83-37 in concluding that the 1977 Nuclear Services Corporation ("NSC") audit of Pullman Power Products and all of its findings have been resolved. SSER 21, Allegation 68, at 2-158.

As I mentioned to the Commission at the February 10, 1984 briefing, Inspection Report 83-37 has never been issued.

Because of the continuing importance of the NSC audit and the recent allegations by Pullman personnel confirming its critical findings, we believe that the Inspection Report relied upon by the Staff in reaching a contrary conclusion over two months ago should be available for review by the Commission, all parties, and the public.
