Dear Sir:

This special report is submitted in accordance with LaSaile Unit 1 Operating License NPF-11, Aopendix B. Technical Specifications 3.'i.5.1 and 6.6.c.

On October 4,1983 at 1410, while running the Diesel Fire Pump for a Unit 2 pre-ocerational test, the OB Diesel Fire Pump (DFP) Jacket water coolant was observed to have a high temperature. As a result the diesel was shut down and the control switch placed in "off" to inspect the diesel engine for the cause of the overhpating.

for The "0A" DFP was also out of service due to the engine and pump beino out reoairs as explained in Special Report dated October 20, 1983.

While both diesel fire pumps were inoperative the service water tie valves to the fire. protection system were verified open so that service water could supply fi re protection if needed.

OB DFP was declared operable on October 4,1983 at 2152 when LOS-FP-W2 was performed on this DFP.

it was This letter is submitted late since during the review of this event determined that during the period of time the control switch was in "off" in continuous attendance at the control switch to position start thean operator pump if needed.was notTherefore, both the diesel fire pumps were inoperable for a period of time, although the 08 pumo could have been started manually if needed.
