BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - SHIELDED POWER CABLE BEND RADIUS DEFICIENCY - BLRD-50-438/82-56, BLRD-50-439/82 SECOND INTERIM REPORT The subject deficiency was initially reported to NRC-0IE Inspector R. V. Crlenjak on August 6, 1982 in accordance with 10 CFR 50.55(e) as NCR 1889 This was followed by our first interim report dated September 7, 1982. Since that time, related NCR 2003 has also been reported. Enclosed is our second interim report. We expect to submit our next report by July 22, 1983 The deficiency has also been reported on our Watts Bar Nuclear Plant as NCR 4134R.

NCR's 1889 AND 2003 BLRD-50-438/82-56, BLRD-50-439/82-50 SECOND INTERIM REPORT Description of Deficiency NCR 1889 Some cable tray fittings used at Bellefonte allow bending radil of 8-kV and 15-kV shielded power cables to be less than the minimum required by TVA construction specifications. Thess specifications require a minimum bending radius of 12 times the cable outside diameter (OD) of these cables, while the 12-inch radius tray fittings allow the cables to be bent from about 7.4 to 10.7 times cable OD depending on cable size. The design of the plant cable tray system was based on numerous factors; but in some cases, the bending radius required for the largest shielded power cables was not adequately considered. These cables can be used in Class IE systems and the added stress of the tighter bends conceivably could cause premature failure.
NCR 2003 Minimum bend radii of cables wera exceeded when routed in exposed conduit runs containing Crouse-Hind form 7 condulets. Cables are installed in exposed conduits for safety-related and nonsafety-related systems throughout the entire plant.
Interim Progress j
It 'has been determined that three different brands of shielded power cable have been utilized at Bellefonte. A worst possible case installed bend radius has been determined for each brand, and each vendor has been advised of2 the parameters. For those vendors who might feel that, or are unsure whether, the worst case installed bends will be detrimental to their cable, cable samples can be supplied for evaluation testing. The object of the testing will be to show that the installed bends are not more detrimental to the cable than those required by TVA construction specifications, or to establish a minimum intalled service life if they are. If the tests are performed, information on the test results will be available in the next report.
TVA is comparing the manufacturer's recommended cable bend radius to that permitted by the conduit fittings concerned. More information will be provided in the next report.
