Dear Sir:

Mr. Narbut, of your office, requested that we investigate why the dissimilar socket welds documented in DER 83-32, were not discovered when determining the extent of applicability of a similar problem.

The conditions and circumstances surrounding the design processes involved with dissimilar metal socket welds as documented by DER's 82-57, 82-64 and 83-32 are evaluated and summarized below.

DER 82-57: The investigation and correceive action of this condition was performed using the valve data sheets covering all the control valves purchased. This review would not have found the problem identified by DER 83-32 because the Kerotest valves were not motor-operated control valves purchased via a data sheet.

DER 82-64: The investigation and corrective action of this condition was performed utilizing the isometric drawings since the isometric drawings are intended to clearly show the material class breaks within a system and the associated type weld which was identified as a potential problem for ASME III piping. This review did not find the problem identified by 83-32 because the class break required for the Kerotest valves was inadvertently not shown on the isometric drawings.

Bechtel Project Engineering' had determined that the condition was an isolated case. This determination is based on reviews previousJy performed to assure that the Purchase Order Specifications, Piping Material Classifications, Master Valve List, Isometric Drawings, and P&ID's'are completely consistent. This is backed up by the N-5 Code Data Package reviews which specifically

' require the valve manufacturer's code data material list be reviewed for

. compatibility with the material classification of the interfacing piping system.
