Dear Mr. Starostecki:

NRC COMBINED INSPECTION 50-272/83-12, 50-311/83-13 SALEM GENERATING STATION NO. 1 AND 2 UNITS MARCH 26, 1983 THRU MAY 10, 1983 The following is our response to the notice of violation identi-fied as a result of the inspection conducted on March 26, 1983 -

May 10, 1983.

ITEM OF VIOLATION:

Item A 10CFR 50.71 requires the licensee to make such reports as may be required by the conditions of the license.

The Technical Speci-fications are an explicit condition of the license.

Contrary to the above:

The following reports were submitted later than the time required by the indicated Technical Specifications:

e Mr. Richard W.

Starostecki, Director U.S. Nuclear Regulatory Commission Reply to Item A:

Concerning LERs 50-272/83-08 and 50-311/83-02, the reports were overlooked because the responsible personnel were unaware of the reporting requirement.

Upon notification, the proper incident reports were written, followed by LERs.

A meeting concerning reporting requirements was held to properly inform all appropriate personnel.

In order to preclude recurrence, a letter was issued delineating the tests and examinations which require reports, in accordance with Station Administrative Procedure AP-6.

We are now in full compliance.

Concerning LERs 50-272/83-13 and 50-311/83-10, the reports were late because of an extra-heavy workload temporarily imposed upon the LER coordinator.

During that period, many special reports were required concerning the reactor trip breakers and many SORC meetings required his time as SORC secretary.

In order to prevent recurrence, the LER coordinator was relieved of SORC secretary responsibilities.

We are now in full compliance.

Sincerely, k'
