10,CFR 50, Appendix B, Criterion XIII as implemented by PSAR Section 1.8.5.13 requires measures be established to control the preservation of equipment in ace'ordance with work and inspection procedures. The W. J. Woolley Company,

' i" Operating and Maintenance Instruction Manual Emergency Air Lock Serial Nos.

31455 and 31482 Shearon Harris Station Units 1 and 2", Revision 0,Section VII,; requires the placement of 350 units of desiccant bags inside the lock,-

the saaling off of both ends of the lock first with vapor barrier material

.and.then over that~with a-waterproof barrier, and monthly inspection of the protective covering for tears and damage.

Coubrarytotheabove,measureswerenotadequatetocontrolpreservationof equipment in accordance with work and inspection procedures, in that the following was noted:

The emergency air lock had not been included in the preventative maintenance program and therefore no work or inspection procedures had been established for the protection of the emergency air lock in accordance with the manu-facturer's recommendations. As a result of the above lack of pracedures,-no vapor barrier was installed on the emergency air lock and the protective covers had numerous holes.

This is a Severity Level V Violation (Supplement II).

Denial or Admission and Reason for the Violation:

The violation is correct as stated. The vendor storage requirements were missed. During the review of all purchase orders, certain items were assumed not to require'maintencnce. The assumption that the Emergency Air Lock did

The Emergency Air Locks were inspected at the time Deficiency and Disposition Report 1543 was being evaluated by the Project Mechanical Engineer. No damage or deterioration was noted.

,N Corrective Steps Taken to Avoid Further Noncompliance:

A program of reevaluation of all safety-related equipment for maintenance 6

requirements has been' initiated.
