NECllP MOTION FOR EXTENSIOli OF TIME TO FILE CONTENTIONS Ott FIFTEEN 11EW IIAMPSHIRE LOCAL EMERGENCY RESPO!!SE PLANS The New England Coalition on Nuclear Pollution has just received a package of fifteen emergency response plans for New Hampshire towns in the Seabrook Emergency Planning Zone.
Under the Board's schedule, contentions on the plans, which were mailed to parties by the NRC Staff on July 25, will be due August 29.
NECNP requests an extension of two weeks, until' September 12, to file contentions on tnese fifteen plans.
The extension is necessary because counsel for NECNP must prepare for and be-present at licensing hearings in New Hampshire, which may last from mid-August until the first days of September..During that time it will be impossible to prepare contentions and see to it that they are typed and filed.

2 has made vacation commitments for any remaining time between the close of hearings and Labor Day.
The preparation of contentions en such a large number of 1
plans within the 30-day period allowed by the Board would be difficult under normal circumstances.
In this situation, where at least half the time for formulating contentions will be taken up by licensing hearings, plus additional time needed to prepare for those hearings, intervenors will be left with littic more than a week to review and digest fifteen planning documents.
An extension of two weeks is therefore the minimum necessary to prov;de a reasonabic opportunity to prepare contentions on the fifteen New Hampshire plant filed July 25.
The requested two week extension will not have any delaying effect on the schedule for offuite emergency planning hearings, because not all of the emergency plans for the Seabrook EPZ have been filed yet, and presumably the hearing schedule will depend on the date when the last of the plans is filed.
In any event, since the NRC is now predicting a fuel loading date of early 1986, this request poses no threat to the timely operation of the plant.
