Dear Mr. Stolz:

This is in response to your letter dated December 21, 1982 (Log No. 1163) concerning application to amend Appendix B Technical Specifications for Davis-Besse Nuclear Power Station Unit 1 (DB-1).

Enclosure 1 of the letter dated December 21, 1982 contained specific NRC comments regarding Environmental Technical Specifications (ETS), Section 4.1 Operational Noise Surveillance. In response to these comments Toledo Edison has completed a full load operational noise surveillance both on-and off-site at the Davis-Besse Nuclear Power Station. Enclosed with this letter, is Attachment 1, a report prepared by Acoustic Technology, Inc.

titled " Report, Environmental Noise Impact of the Davis-Besse Nuclear Power Station, July 1983." This Environmental Noise Report addresses the objectives of ETS 4.1 Appendix B NRC comments contained in Enclosure 1, and Section 4.3 of the NRC recommended Environmental Protection Plan (EPP).

Enclosure 2 of the December 21, 1982 letter contained a recommended

. Environmental Protection Plan for the Davis-Besse Nuclear Power Station.

The Toledo Edison Company has prepared a Proposed Environmental Protection Plan with modifications to the NRC plan. Our Proposed cPP eliminates Section 4.2 Vegetation Survey-Aerial Remote Sensing, and Section 4.3 Operation Noise Surveillance from the NRC recommended EPP.

As mentioned above, Section 4.3 has been removed from the Toledo Edison Proposed EPP since a complete full load operational noise surveillance was performed. The purpose of Section 4.2, Vegetation Survey - Aerial Remote Sensing, is "to assess the significance of damage, or lack thereof, as related to cooling tower drift dispersions". These requirements have been addressed by a seven (7) year vegetation study of sites near the Davis-Besse cooling tower. Docket No. 50-346 License No. NPF-3 Serial No. 973 July 22, 1983 Page 2 The purpose of this vegetation monitoring was to assess any effects of cooling tower operation upon sensitive plant species. These terrestrial monitoring reports were submitted to the NRC in the Semi-Annual Pre-operational Environmental Monitoring Programs, 1974-1976 and Annual Operating Reports 1977-1980.

A report reviewing and summarizing these vegetation studies has been prepared by Toledo Edison. This Toledo Edison report specifically addresses any NRC comments plus provides the justification for eliminating vegetation studies from the Toledo Edison Proposed EPP. This report, Attachment 2, is titled: " Vegetation Survey for the Effects of Cooling Tower Drift, Response to the United States Nuclear Regulatory Commission regarding Appendix B Technical Specification 3.1.2.b and Section 4.2 of the Proposed Environmental Protection Plan for the Davis-Besse Nuclear Power Station."

The Proposed EPP prepared by Toledo Edison will be submitted by August 31, 1983.
