57300, JOB E-5590, FILE NO. 956C, S-12 This letter constitutes an interim report concerning the subject condition initially reported to the Commission on June 20, 1983 as a potentially reportable deficiency under the requirements of 10CFR50.55 (e).

The deficiency was identified as a result of a 10CFR Part 21 evaluation reported by Bergen-Patterson Pipe Support Corporation concerning misapplication of their standard "EA-3" pipe clamp.

Bergen-Patterson Catalog #66 did not specify at what angle or rotation the EA-3 clamp attachment could be installed for clamps having an off-axis load direction.

Bergen-Patterson has since specified a 6 degree skew angle.

A review of all Zimmer safety-related pipe-support drawings identified fifteen clamps having an off-axis load direction.

As such, the misapplication of the clamps could potentially affect the safe operation of the facility.

The systems that may be affected are:

Main Steam (ftS) ;

Reactor Water Clean-up (RT); and Reactor Building Closed Cooling Water (WR).

As a result of this review CG&E has determined the item to be reportable under 10CFR50.55 (e).

In lieu of extensive analysis and/or testing to determine if the clamps could perform their intended function as designed, the design and/or installation tolerances will be revised such that the final installation would be within the manufacturer's 6 degree allowable skew angle.

Failing this, an alternate clamp will be specified.

f Mr. J.G. Keppler Regional Administrator July:18, 1983 LOZ-83-0087 Page.2 The resolution of the corrective action for.the fifteen EA-3 pipe clamps identified as having an off axis load direction is summarized as'follows:

3 supports have skew angles within~the 6 degree ~ allowable as designed; 6 require revised installation tolerances;'5 require revised designs; and 1 requires an alternate clamp to be specified.

All revised support drawings will be issued,by July 15, 1983 and a follow-up report will be submitted by August 25, 1983.

We trust the above will be found acceptable as an interim report under 10CFR50.55 (e).
