Response to IE Bulletin 83-03

This letter is written in response to Reference (b), and is intended to fulfill the reporting requirements thereof. The need for an extension beyond the original date was discussed with the Resident Inspector and approved. We have completed the review and valve integrity verification required by the referenced IE Bulletin with the following results:

1.

A review of the emergency diesel generator cooling water system was per-formed to identify all check valves which are subject to the concerns stated in the Bulletin. At Vermont Yankee, diesel generator cooling water is normally provided by the Service Water system via branch piping from the main Residual Heat Removal Service Water supply headers.

In each of these two branch lines is one 8",150#, cast carbon steel Walworth swing check valve, the function of which is to prevent backflow int the main header when diesel generator cooling water is provided by the RHR SW pumps during operation of the alternate cooling system, as specified in FSAR Section 10.8.

During normal Service Water system operation, they remain open.

These valves, identified as V70-43A and V70-43B, are the only check valves directly in the branch piping which supplies cooling water to the diesel generator.

During the 1983 Refueling Outage, radiographic examination of V70-43A and B was performed to determine whether the valve discs had become separated from the pivot arms. These examinations have. confirmed that the valve discs are still intact and properly positioned for normal operation.

A review of our records reveals there have been no previous failures of these valves.

These check valves will be included'in the Inservice Testing Program at the next revision, and will be verified to open during normal monthly diesel generator surveillance testing.

Furthermore, positive verification of internal integrity will be performed by radiographic examination once every five years, coincident with scheduled refueling outages.

We trust that this letter will satisfy the reporting requirements of Bulletin Action Items 4 and 5.
