Dear Mr. Richter:

This letter is in response to the supplementary report to "An Investigation of Potential Visual Effects Upon Previously Recorded Historic Sites...", "Norristown Design Changes and Chester Ccunty Potential Visual Effect Evaluation" submitted for review by John Milner Associates on behalf of Philadelphia Electric Company.

We have reviewed the report and we believe that if recommended steps are taken to reduce or eliminate negative visual impacts to sites, # 041-049, 085-093, and 074, 075, 095 and 096 the project will have no adverse effect on historic resources.

I'm enclosing for your use an earlier letter of ours stating our opinion that the project will have no adverse effect on archeological resources if the identified program of investigation is followed.

Your finding of no adverse effect should be forwarded to the Advisory Council on Historic Preservation along with a copy of this letter for comment. Please call me if you have any questions.
