Ext. 3446 AEC ISSUES PROVISIONAL OPERATING LICENSE FOR SAIT0N NUCLEAR EXPERIMENTAL PROGRAM The Atomic Energy Commission.has issued a provi-sional o Program,perating license for the Saxton Nuclear Experimental a closed cycle pressurized water reactor at Saxton, Pennsylvania, about 20 miles southeast of Altoona.
Issuance of the license was authorized by Hearing Examiner Samuel W. Jensch in an intermediate decision dated October-11 and following a public hearing.
The reactor was designed and constructed by Westinghouse. Electric Corporation for Saxton Nuclear.Experi-mental-Corporation, a Pennsylvania corporation formed by the
' four operating electric utility subsidiaries of General Public Utilities Corporation.
The four subsidiaries are Pennsylvania Electric-Company, Metropolitan Edison Company, New Jersey Power and Light Company and Jersey Central Power-and Light Company.

- Output will be - approximately 5,000 electrical kilowatts.
Examiner Jensch has found that there is reasonable assurance that the activities authorized by the provisional operating license can be conducted without endangering =the health and safety of the public, and that these activities will be conducted in compliance w3 th the Atomic Energy Act and-the Commission's rules and regulations.

l The provisional operating license, which expires December 31, 1962, covers normal startup activities for a power reactor, including initial loading with nuclear fuel, installation of instrumentation in the nuclear core, and operation at successive power levels up to and including the reactor's nominal rated power of 20 thermal megawatts.
Operation of the reactor is not permitted until the Director of the Commission's Division of uicensing and Regulation determines that the facility has been completed in accordance with Saxton's Final Safeguards Report.
Saxton will submit details of its proposed experi-mental program to the Commission at a later date. 11/22/61
