Dear Mr. Collins:
PSC's supplemental response to I & E Inspection Report 81-26, Item No. I was as follows:
ITEM 1 There is, in some cases, a possibility that a clearance could be issued that would constitute : violation of a Technical Specification L.C.O.
unless the clearance is reviewed carefully against the requirement of the applicable L.C.0.'s.
- will, therefore, revise the standard clearance format to include a highlighted section containing a list of the applicable L.C.O.'s and a signature block will be added to the L.C.O. section of the standard clearance form to provide further assurance that the clearance will not violate the requirements of the applicable L.C.0.'s.
The clearance format change will be complete by June 1982.
The new standard clearance form is being revised to include changes for both the critical valve issue required as part of TMI-2, Item 1.c.6.
and the above mentioned L.C.O. aspect.
The critical valve issue has recently been finalized and we submitted a
September 30, 1982 completion date.

-g-Both these changes are being implemented concurrently as part of a program to put standard clearances in our computer data base.
We, therefore, request that the same September 30, 1982 target date be given to I & E Inspection 81-26, Item 1 rather than June 1982 as previously submitted.
