Consumers Power Company's response dated June 2, 1982, to IE Inspection Report 82-03, agreed to made equipment and prccedure changes to provide a communica-tion link-between the General Office Control Center (Interim EOF) and off-site
. monitoring teams. After additional considerations and experience gained through numerous practice drills, Consumers Power Company has concluded that initial communication with off-site teams will continue from a facility at or near the plant and by individuals familiar with the roads and area surrounding the plant.
It is Consumers Power Company's intent to keep the initial responsibility for communications to the off-site monitoring team at the Technical Support Center until such time as the Emergency Operations Facility (EOF) is activated. Once activated, responsibility for communications to the off-site monitoring teams will be transferred to the E0F, Off-site monitoring team data will always be available to the General Office Control Center through communications to the Technical Support Center.
