Radiation Specialist, of your staff on fiovember 3,1982, concerning 4

planned improvements in the design and operation of the Auxiliary Building Ventilation System and administative controls to assure that airborne contaminatiun and gaseous releases are controlled as described in the FSAR.

The commitments outlined below will ensure that the air flow patterns are frca areas of lower to areas of higher potential contamination.

These commitments are:

Prompt Actions:

1.

An Engineering review of Station Operating Instruction S023-1-5,

" Auxiliary Building Ventilatio.a System," to verify that the Building Ventilation System is operated to achieve its design objectives, will be completed by fiovember 17, 1932.

If procedure chan(es are determined to be necessary, they will be implemented by fiovcaber 30, 1982.

A temporary design modification will be installed by January 3, t

1983, in the Truck Bay Area, which is served by Roll-Up Door fio. R3-60 adding physical barriers to control this potential release path.

Until that time, we have placed administrative controls on the use of.the roll-up door.

These controls include such measures as a pemit system backed by pre-opening surveys and the operation of an alarming continuous air monitor during tne period that the door is open.

These administrative controls will be formalized as Station Procedures by January 3,1933.

Temporary ventilation ducting connected to the building exhaust to assure proper air flow into the Waste Gas Compressor Rooms (Rooms 520a and 520b) will be kept operable.

Permanent modifications will be completed by June 30, 1983.

The Radwaste Sump Room (Room 112) will have temporary venti'Jation installed by January 3,1983. -

Long term corrective actions will be completed by the end of the first Refueling Outage and will include:.

1.

Permanent modifications to the Truck' Bay Area, Radwaste Sump Room ventilation, Miscellaneous Waste Tank Room No.113 and Valve Room No.107P to block potential release paths and provide proper ventilation air flow.

2.

Corrections to the fan logic for the two Auxiliary Building supply fans (E433 and E434) and the two exhaust fans (A192 and 'A193).

These corrections will include addition of logic.to the fan controllers

such that supply fans cannot be started unless appropriate exhaust fans are running. This will prevent reverse pressare in the Auxiliary Building'from fan nisoperation.
