Document Cor. trol Desk Washington, DC 20555 Gentlemen:
Joseph M. Farley Nuclear Plant - Unit 1 Radial Peakino factor Limit Report Enclosed is the Radial Peaking Factor Limit Report for Cycle 11 of Unit 1.
This report is provided in accordance with Paragraph 6.9.1.11 of the Unit 1 Technical Specifications. Also-enclosed is a co)y of the-elevation-dependent peaking factor versus core height grap1 for Cycle 11 of Unit I which is being submitted in support of the subject report.
it should be noted that thero is a current issue regarding the power i
distribution assumed in the Emergency Core Cooling System Model analyses performed to demonstrate com)11ance with the(ECCS) Evaluation requirements of l
10 CFR 50.46. Westinghouse has discussed t11s issue with the NRC. Alabama Power Company has implemented an interim action of assessing a penalty factor on the measured Fxy/FQ surveillance values as recommended by Westinghouse. This will provide assurance of compliance with the limits of 10 CFR 50.46 until a final resolution of the issue is reached.-

This Radial Peaking factor Limit Report is provided in accordance with Paragraph 6.9.1.11 of the Joseph M. rarley Unit 1 Technical Specifications.
I limits for RATED THERMAL POWER within specified core The r," for Cycir planes
$1 shall be:
RTP 1.
r, lessthanorepalto2.000forallcoreplanes cohtaining Bank "D control rods.
F 2.
For all unrodded core planes:
RWless than or equal to 1.810 up to core elevations of-4.5 j
RTPless-than or equal to 1.755 for core elevations between r"5and7.3ft.
4.
I RTP r
less than or equal.to 1.778 for core elevations greater thEn7.3ft.
These r,la(z) limits are used to confirm that the heat flux hot Specification valu(z) will be limited to the Technical channel ctor r es of l
r,(z) 3 [2.32/P)[K(t)) for P > 0.5 and, r,(z) f 4.64 [K(z)) for P 3 0.5 assuming the most limiting axial: power distributions expected to result from the insertion and-removal-of Control Banks C and D 1
during operation, including the accompanying variations in the.
axial xenon and power distributions as described in the " Power Distribution Control and Load rollowing Procedures", WCAP-8385,.
September 1974. Therefore, these r -limits provide assurance that the initial: conditions assumed *ln the toCA analysis are met and the ECCS acceptance criterion limit of-2200'r for peak. clad temperature is not exceeded.
