1.3 PHYSICAL FITNESS QUA!IFICATIONS Subject to a medical examination within the preceding 30 days, with 41 7

, appropriate written statement by the examining licensed physician (see-1.2.1.2), all armed members of the-Security force, excluding CAS/SAS operators,=will comply with the physical fitness requirements by 3 successfully demonstrating the performance objectives for Tasks 3,5.4 as

The results of the physical fitness testing will be recorded as pre

L O 2 TRAINING ASD QUAh!FICATIONS l

! 2.1 TRAINING REQUIREENTS i '

The objectives of this training program are to produce security personnel l

that are fully qualified and capable of performing the crucial tasks as-sociated with their assigned security duties and to insure they maintain J

proficiency by detecting any deficiencies in performance. The mantier in

- which each indiv' dual is qua'lified and proficiency is maintained includes formal, on the job training and/or, at the time of hiring, determines the individual possesses the necessary knowledge and skills by testing of required performance objectives. As determined by the licensee, initial task evaluations of security personnel will be by practical demonstration whenever feasible. Proficiency is maintained by ongoing training and performance evaluation. Individual and force effectiveness to meet j contingency response tasks will be demonstrated by an officer

' participating in at least one drill per year and successfully passing a i

written ' examination on contingency response procedures. In order to qualify, the individual must receive a minimum passing score of 70 percent correct answers on written tests and/or demonstrate the correct technique for each action element indicated on the supervisor's checklist

2.1.2 -The training /cvaluation program begins as a portion of the hiring d

process. During the initial interview, it is determined if the  !

individual has-had any previous training and/or experience wit (

i sim.lar security programs. If experience is indicated, the peben will be evaluated to determine his or_her specific training needs.

The Company training program is designed to initially qualify an individual in the position requiring proficiency in the least num-bor of taskst ie, Personnel Search Of ficer (PS0). When an indi.

vidual qualifies as a PSO, he or she then receives the additional raining necessary to qualify in the position requiring the next least number of tasks; le, Vehicle Search Of ficer. The training needs to progress from one position _to another have been deter-mined and are outlined in Appendix I. ,

Thus an individual will eventuhlly progress, through a combination of training techniques and job experience, from the position ror quiring the least dngree of knowledge and skill to the 'moit chal-lenging pos ition. This program is outlined in. figure 1.

Enclosed please find six (6) copies each of Consumers Power Company Revision

' 10 to the Palisades Plant Security Plan and Revision 1 to the Palisades Safeguards Contingency Plan. Attachments I and 11 respectively provide a description and justification for the changes.

Consumers Power Company has determined that these changes do not decrease the security effectiveness of the Security Plan or the Safeguards Contingency Plan at the Palisades Plant and therefore they are being submitted in accordance 4 with 10 CRR 50.54(p).

Consumers Power Company requests that the attachment to this letter be with-held f rom public disclosure since they contain information which is exempt f rom disclosure in accordance with 10 CFR 73.21(c).
