EXFMPTION I.
The Wolf Creek Nuclear Operating Corporation (WCNOC) is the holder of Operating License No. NPF-42, which authorizes the operation of the Wolf Creek Generating Station. The license provides, among other things, that the licensee is subject to all rules, regulations, and orders of the Comission

The facility is t pressurized water reactor at the licensee's site located in Cof fey County, Kansas.

4 Pursuant to 10 CFR 55.59(a)(1), "each licensee shall successfully complete a requalification program developed by the facility licensee that has been approved by the Commission. This program shall be conducted for a continuous period not to exceed 24 months in duration."

Pursuant to 10 CFR 55.11, *The Comission may, upon application by an interested person, or upon its own initiative, grant such exemptions from the requirements of the regulations in this part as it determines are authorized by law and will not endanger life or property and are otherwise in the public interest."
IV.
Currently, the WCNOC Licensed Operator Requalification Training Program begins on October 1 of even years. This one-time exemption would permit the current requalification program that began in October 1988 to be extended to 26 months so that operator examinations could be aligned with the National Exam Schedule promulgated in Generic Letter 89-03. An April and an October examination date was established for Wolf Creek.
This exemption will also result in a permanent adjustment of the WCNOC requalification training program starting date to December 1 of even years.

The staf f has concluded that issuance of this exemption will not endanger life or property and will have no significant effect on the safety of the public or the plant.
Pursuant to 10 CFR 51.21, 51.32, and 51.35, an environmental assessment and finding of no significant impact has been prepared and published in the Federal Register on November 7,1990(55FR46878). Accordingly, based upon the environmental assessment, the Commission has determined that the issuance of this exemption will not have a significant effect on the quality of the human environment.

Accordingly, the Commission has determined, pursuant to 10 CFR 55.11, that an exemption as described in Section 111 is authorized by law, will not endanger life or property and is otherwise in the public interest. Therefore, the Commission aereby grants the following exemption:
The Wolf Creek Huclear Operating Corporation is exempt from the requirements of 10 CFR 55.59(a)(1) for a period of October 1990 to December 1990 with respect to the 24-month requalification program.
