. Gentlemen:
Entergy Operations, Inc. by this letter is submitting a revision to the GNRO-93/00109 proposed amendment to the Grand Gulf Nuclear Station (GGNS) Operating License, Reference 1.
- This submittal provides a plant specific application of the NRC suggested improvements to the administrative controls section of the Technical Specifications.. This submittalis based upon the October 25,1993 letter from W. T. Russell (NRC) to the Chairpersons of the Owners Groups' Technical Specifications Committees. This submittal replaces the

previously submitted Chapter 5.0, Administrative Controls, in-total and provides markups of other correspondingly affected pages of the proposed' Technical Specifications. In addition, markups of the proposed Technical Specifications are provided to reflect GNRO-93/00122, Reference 2.
- This revision provides a plant specific application of the NRC suggested improvements to the administrative controls section and provides suggested generic improvements which have been identified during the plant specific review. The proposed Technical Specifications should result in decreased operating costs through the additional flexibility

provided by this change while providing the same level of safety. This revision is being submitted at this time to conserve NRC rosources by preventing a review of the previously submitted administrative controls section and a subsequent review of the improved administrative controls section. Markups of other proposed Technical Specification pages affected by the changes in the administrative controls section and markups of proposed Technical Specification pages affected by Reference 2 are also included in this submittal.
We look forward to meeting with the NRC staff to discuss the details of the changes and implementation issues. of this letter provides a detailed description of the proposed Technical Specification (TS) changes and justification for the Administrative Controls changes..The requested changes are bounded by the previous basis provided in References 1 and 2 for the Entergy Operations, Inc. determination that the proposed amendment involves no significant hazards considerations based on the guidelines presented in 10CFR50.92.
In accordance with the provisions of 10CFR50.4, the signed original of the requested amendment is enclosed and, in accordance with 10CFR50.30, an Oath or Affirmation relating to the requested changes to the Operating License is enclosed. This amendment request has been reviewed and accepted by the Plant Safety Review Committee.
