Dear Mr. Denton:

South Carolina Electric and Gas Company reported on August 13, 1982 to NRC Region II that we had implemented the action statement of Technical Specification 3/4.7.10 as a result of finding deviations between the drawings contained in the " Fire Protection Evaluation" and the "as-built" civil drawings.

On that day and in subsequent conversations, we discussed the SCE&G program f or comprehensively inspecting fire barriers required by the Technical Specifications.

In the early stages of the inspection program some discrepan-cies have been discovered.

Fire watches have been posted and penetrations are being repaired or installed.

Due to the nature of this comprehensive inspection and repair program and the relatively small size and nature of the discrepancies, the fire watch approach required by Technical Specifications is burdensome.

In order to avoid possible noncompliance with Technical Specifications, SCE&G hereby requests that relief f rom Technical Specification 3/4.3.7.10, " Fire Rated Assemblies," be granted until criticality is achieved.

In order to establish a better system of inspection and repair and to better utilize personnel SCE&G would like authorization to cover the areas of the plant required by this Technical Specification with roving one hour fire watches in lieu of the continuous fire watch.

This one hour fire watch patrol will patrol all areas of the plant containing safety related equipment.

Manning requirements f or the roving patrols will be increased f rom five (5) to approximately eight (8) personnel per shif t.

As a result, the relief afforded in license condition C.2(18)(b)(1) will not be excercised during this period.

Denton Fire Protection August 18, 1982 Page #2 Our justification for this request is based upon the f act that there will be no radioactive material inventory or residual heat in the reactor coolant system.

Combined with the low probability of an accident during this time period, there is adequate justification for granting this relief.
