The purpose s# this letter is to document information previously communicated to your staff in regard to the LaSalle County Station Management Capability Review.

This information shall be formally incorporated into the appropriate sections of Appendix L of the LaSalle County FSAR which discusses the LaSalle County bases of conformance with NUREG-0737 1.A.1.1 Commonwealth Edison has revieved the educational training and related technical experience of all candidates for the position of Shift Technical Advisor (STA) and on the basis of that review have concluded that these candidates satisfy the education and training requirements specified by the NRC in the D.G. Eisenhut letter to All Operating Reactor Licensees dated September 13, 1979 A summary of the educational training and related technical experience for each of the current STA candidates, previously transmitted informally to the NRC Staff are attached.

l Commonwealth Edison will implement the team shift concept on LaSalle l

County Unit 1 for a one year trial to assess its merits. This commitment will provide information against which existing experience on other Commonwealth Edison operating nuclear facilities with shif t preference concepts can be compared.

Youngblood Page Two February 3, 1981 1.C.5 The LaSalle County administrative procedure for the dissemination of operating experience will be augmented to more fully describe how both In-house and out-of-house operating experience information is disseminated to station operating personnel and to better assure that it will be disseminated to them.

These procedures revisions will be completed prior to Unit I fuel loading and will be reviewed with the Regional Office of Inspection and Enforcement Resident inspector prior to final implementation.

In addition, all other procedural revisions agreed upon by Commonwealth Edison as discussed in Appendix L of the FSAR will be reviewed with the Regional Office of Inspection and Enforcement Resident inspector prior to implementation at fuel loading.

If you have any further questions in this regard, please direct them to this office.
