Dear Mr. Bernard:
t A meeting has been tentatively scheduled with Mr. Bob Carter, NRC for Friday morning, August 20, 1982, to discuss some subcritical experiments we wish to perform with the Penn State TRIGA reactor. The subcritical experiments will require a change in our technical specification because we will be using a different type fuel element in our core. Presently we are permitted to use only TRIGA fuel elements N20% enriched in U-235. The new fuel elements would contain UO2 Pellets enriched to %7% U-235.
Penn State has in storage many Pathfinder fuel elements, all containing ;
unused fuel, of which we wish to use approximately 7 to construct specially designed fuel elements, called PATR fuel elements, to use in the TRICA core. They will be used in a series of suberitical experiments with other TRIGA fuel elements and control rods to mock-up in a miniature configura-tion a damaged TM1-2 core. The purpose of the experiments is to verify an experimental-analytical technique that determines, through suberitical ;
measurements, the distribution of the fuel in the core and the corresponding core keff. The overall program is the~ basis of a Ph.D. thesis at Penn State.
I wish to discuss with NRC in some detail how we wish to construct and use the PATR fuel elsnents in the subcritical core to guarantee ,
subcriticality at all times. Subsequent to the meeting I will write a ;
request for a change in our technical specifications. l L
