This refers to the inspection conducted by Messrs. F. T. Fong and J. B. Baird of this office on April 20-21, 1978 and to the subsequent telephone conversations between Mr. Book of our Regional Office and a

it appears that the marine environmental tests have not been approved by your Ionizing Radiation Control Committee and by the named Radiological Safety Officer as required by Condition 11 umber 11 of NRC License tio.

St&!-ll 54. The noncompliance aspects of these matters will be addressed in later correspondence to you from this office.

This letter is to confirm our discussions concerning the potential health and safety problems associated with the continued use of the Pu-238 sources.

It is our understanding that you will take imediate action as follows:
