Dear Mr. Seidle:

This letter provides an interim report on a 10CFR50.55(e) item concerning the lack of adequate material control for special scope pipe, supports and other steel items. This was first reported to Mr. Ray IIall, NRC, on April 15, 1982, with a subsequent report on April 30, 1982.

Special scope, as used in this letter, includes such items as pipe and supports used for Category II over Category I (II/I), Category "D" augmented, fire protection, and noncategory I seismic-designed systems. The only items that appear to be in question are those fabricated in the field where we have committed to verifying that correct material was used and for which heat number traceability to each item is not required.

The problem arises from the fact that a considerable. quantity of steel was purchased and brought on-site for use in non "Q" construction which was of commercial grade without documentation attesting to its properties.

The possibility exists that some of this material may have been utilized in the field to fabricate some special scope items.

Although the magnitude of the problem has not been clearly identified, all special scope applicatons are considered potentially impacted until a complete investigation has been performed. The Constructor has initiated a program to identify those special scope items with question-able material. In the interim, procedures are being revised to provide
