The original response was provided by. letter dated June 10, 1993.
This response has been revised to correct the volumes-of certain fibrous' air filters located in the Beaver Valley Power Station (BVPS) Unit'No. 1 l
and No. 2 primary containments.
Although the volumes of fibrous material present in-the primary containments are greater than' originally reported, they.are still considered to be. adequately installed and confined and.will not be dislodged during a Loss of Coolant Accident (LOCA).
No compensatory 1 1
t action is necessary to address the presence of these materials'in containment.

Reauested Actions Identify fibrous air filters or other temporary sources of fibrous material, not-designed to withstand a LOCA, which are installed or stored in your primary containment.
BVPS Unit 1 It has been determined through design reviews that the only fibrous air' filters permanently installed in primary containment are the Containment Iodine Filtration System pre-filters and High Efficiency Particulate Air (HEPA) filters (VS-FL-10, 11, 13 and 14),
the Post Design Basis Accident (DBA) Hydrogen Control System sample filters (HY-FL-3A, 3B, 3C and 3D) and the Containment Instrument Air System filters (IA-FL-5A, SB, 18A and 188).
No other temporary sources of fibrous material have been identified as being installed or stored in_ the primary-containment.
BVPS Unit 2 i
It has been determined through design review that the only fibrous air filters permanently installed in the primary containment are the Containment Iodine Filtration System pre-filters and HEPA filters (2HVR-FLTA210A, 210B, 212A and l
212B).
No other temporary sources of fibrous material have been_ identified as being installed or stored in the primary containment.

Reauested Actions Take any immediate compensatory measures which may be required to assure the functional capability of the Emergency Core Cooling System (ECCS).
BVPS Unit 1 The station was in a refueling outage (i.e., ECCS not required to be operable) at the time. the bulletin was issued. Thus, it was unnecessary to take any specific short term action to address ECCS operability because of this specific issue-until a permanent correction could be' implemented.
BVPS Unit' 2
=The design of the Containment Iodine Filtration System has been reviewed. The-L fibrous filters -(2HVR-FLTA210A, 2108, 212A and 2128) are adequately installed and confined and would not become dislodged following a LOCA.
No compensatory _ actions-are required to assure the functional capability of the ECCS.

Take prompt action to remove any such material.
Because of the low probability of a LOCA event, the staff considers removal of this material at the next shutdown, or within 120 days, whichever comes first, to be j
sufficiently prompt.
If the facility is currently in a shutdown, you are requested to remove such material prior to restart.
BVPS Unit 1 It has been determined by a design review and system walkdown that the Containment Iodine Filtration System HEPA filters (VS-FL-11 and 14); are-adequately installed and confined and would not be dislodged following a LOCA.
1 No action or removal is required for these filters.
Since the Containment-Iodine Filtration System prefilters (VS-FL-10 and 13) were not adequately contained a Design Change Package was implemented for removal of the prefilters (VS-FL-10 and
- 13) prior to the Station entering Mode 4 (Hot Shutdown).
This action is complete.
The review of the Post DBA Hydrogen Control System sample filters (HY-FL-3A, 3B, 3C and 3D) design determined they would not be sprayed on by the quench or recirculation spray.
Since they are in-line filters and would not be dislodged-following a LOCA, no action (removal of these filters) is required.
j The review of the Containment Instrument Air System filters (IA-FL-5A, 58, 18A and 18B) design determined that since they are in-line filters they would not be wetted ~ or dislodged following a LOCA ard thus, no action (removal of these-filters) is required.
BVPS Unit 2 The review of the Containment Iodine Filtration System pre-filters (2HVR-FLTA210A and 210B) and HEPA filters (2HVR-FLTA212A and 2128) designs determined that these filters are adequately installed and confined and would not be dislodged following a LOCA. No action (removal of these filters) is required.
Reportina Recuirements 1.
Within 30 days of the date of this bulletin, a written response stating whether the actions requested above have been or will be performed.
If the use of such material is identified, this written response shall also' include the locations and quantity of use, any immediate compensatory measures taken, and the current schedule for removal of the material.

-DVPS Unit 1 BVPS Unit I has removed the fibrous air filters (VS-FL-10 ano' 13) that could have been dislodged during a LOCA. This action was completed before entering Mode 4 i
at the end of the ninth refueling outage.
It has been identified that other fibrous air filters (VS-FL-11 and 14; HY-FL-3A, 3B, 3C and 3D and IA-FL-5A, 58, 18A and 18B) are located in primary containment and it has been determined, by i
review of the designs of the systems, that these fibrous air filters will not be dislodged during-a LOCA.
No compensatory actions are required to address their presence in primary containment. No temporary sourcec of fibrous material have been identified as installed or stored in primary containment. The removal of temporary sources of fibrous material from primary containment is adequately addressed in the existing procedures for containment walkdown and closeout prior to a startup and no further action is required to adaress temporary fibrous materi al.
