2. ULNRC-2255 dated July 18, 1990 Reference 1 above addressed the requested reporting requirements in Bulletin No. 90-01 Supplement 1 concerning failure of Rosemount transmitters. During a teleconference on June 10, 1993, NRC Staff members requested additional information regarding two areas of our response to item 2 of the Bulletin Supplement.

As discussed during the telecon, Union Electric commits to a program of calibration data review and trending for the purpose of detecting a possible loss of fill-oil for the seven auxiliary feedwater pump discharge flow transmitters (AL-FT-0001, AL-FT-0002, AL-FT-0003, AL-FT-0004, AL-FT-0007, AL-FT-0009, and AL-FT-0011) that are normally in standby service. Per the Supplement, the interval for this monitoring is every refueling cycle, not to exceed 24 months (Requested Action 1.c on page 10 of Supplement 1 for PWR transmitters in the 500-1500 psi class), and it will continue until such time as the transmitters (or their sensing modules) are replaced with ones manufactured after July 11, 1989. No commitment was made in Reference 1 to include these seven transmitters in an enhanced monitoring program since, per design, they are not normally under pressure. The above 9307130248 930707 F)

commitment recognizes that, when in service, these j transmitters will be subjected to approximately 1000- l 1100 psi. l l

The Staff also requested a description of how we intend to retain confidence in our ability to detect future failures caused by a loss of fill-oil for low pressure or mature Rosemount transmitters, excluded from the scope of enhanced monitoring as allowed by the Supplement. Our reactor operators and I&C personnel were made aware of the symptoms associated.with a loss of fill-oil during requalification training after the Bulletin was originally issued (see responses to Action Items 4.a and 4.d in Reference 2 above). transmitters covered by the Technical Specifications, instrument drift is trended under procedure IDP-ZZ-00013. Calibration data for all Rosemount transmitters, whether actively trended or not, is retrievable should a given transmitter exhibit

On a separate note, the commitment made in Reference 1 to replace BG-FT-0215A with a new transmitter has been satisfied. It was replaced on May 7, 1993 with a transmitter manufactured after July 11, 1989 (new serial number 506939).
