DPR-64 Based on the results of an NRC inspection conducted on September 27 -

jj October 1, October 12-13 and October 19-20, 1976, it appears that

'1 certain of your activities were not conducted in full compliance with ji NRC regulations and the conditions of your license indicated below.

Technical Specification 6.11 requires that procedures for personnel

radiation protection be prepared consistent with the requirements j

of 10 CFR 20 and be approved, maintained and adhered to for all i

operations involving personnel radiation exposure.

i General Administrative Directive RS GAD-2, Revision 1, " Radiological d

Health and Safety Procedures," dated February 24, 1975, specifies y

that employees are not to smoke in the Controlled area except for p

areas that have been approved for smoking.

Contrary to the above, General Administrative Directive RS GAD-2, Revision 1, w:s not adhered to on September 28, 1976, in that an individual was observed smoking on the 73' elevation of the Unit 3 Primary Auxiliary Building, an area not approved for smoking.

Prior to completion of the inspection, actions were taken to correct S

this item of noncompliance and to prevent recurrence.
