. invcstigation of potential design deficiencies in the plant, plant operator response to the accident, operator errors ano/cr u1sinterpretation of plant instrumentation, and all other aspects of the accident which uight lead to intornation that would inprove tne safety of nuclear power plants.
l'he findings of this investigation and frou the couprehensive study of the President's tuaiission showed tnat certain plant mouifications and iuprovements iri utility or anization structure were requireu to iuprove the safety of nuclear power s
plant operation and to upgrace the capability oi utilities to cope with a severe acci6ent. The hkC staf f prepared an action Plan for Cormission review and approval tnat included new ana/or improved saf ety oDJectives, the detailed criteria for tneir 1 oplementation and the various impleuentation deadlines.
In orcer to acconnoaate a reasonable scheoule neeoed to complete safety evaluations regarding toe applicant's response to the Action Plan requireuents and the subsequent licensing actions relateo to these new safety requirements, the huclear kegulatory tor.uission staf t concluded that the requested coupletion date of construction for Unit 1 should be extended to llecember 31, 1962.
This action involves no significant hazards considerdtion; good cause has been snown for tae celays; and the requesteu extension is for a reascaable periou, the bases for whicii are set forth, in the staff's safety evaluation or the request for extension.
The preparation or an envirotica:ntal inapact stateiaent for tuis particular action is not warranted because there will be no significant environnental impact uttributable to the Orcer other tnan that unich nas already been
