ISI REQUEST FOR RELIEF - INTEGRALLY WELDED ATTACHMENTS - FEEDWATER SYSTEM In a letter dated November 1,1985, the NRC granted Consumers Power Company relief for certain Inservice Inspection examination requirements for the second ten-year interval (through the 1992 refueling outage). While performing the verification of compliance for the second interval it was discovered that additional relief is needed for a Class 2 welded attachment on the Feedwater System which is inaccessible for direct visual examination. In accordance with 10 CFR 50.55(a)(5)(iv) Consumers Power Company submits the attached relief request for the previous interval (interval 2, examinations for interval 2 were performed through May 13, 1992) and the present interval (interval 3).

Code Reouirement The welded attachments of piping required to be examined by Examination Category C-E are-to be surface examined during each inspection interval.

Relief is requested from performing the code examinations on the following integrally welded pipe support:

f Proposed Alternative Examination For the case in which a weld defect would affect the integrity of the piping i
pressure boundary, the prestartup hydro serves as an alternative inspection. A l
remote visual examination will be made of the support to try to determine its i
integrity as a support in accordance with ASME Category C-E, C3.50 require-ments.
i Licensee's Basis for Reouestino Relief l
The above pipe attachments are not accessible for surface examination due to l
plant design and high radiation fields. This support is located 30 feet above the lower deck area of containment. The floor _ in.this area is curved due to containment configuration and the use of scaffolding or ladders is not possible. Access from above is also not possible due to plant layout. The j
general radiation field in this area is 0.6 R/hr, and 11-13 man-rem exposure i
would be absorbed solely in preparation for the examination; i.e., weld prep and insulation removal, performing the examination and post-examination cleanup, provided access to the supports were possible, which is not the case.
'l Evaluation 1
Examination would result in excessive risk to personnel safety and excessive

personnel exposure. The Code requirements are.therefore' impractical. The above proposed visual examinations and Code examinations of other pipe attachments j
should provide adequate information on the integrity of the subject ' supports.
1 Conclusions and Recommendations I
Based on the above evaluation, it is concluded that for the welds discussed i
above, the Code requirements are impractical.
It is further concluded that

the alternative examination discussed above.will. provide necessary added
(
assurance of structural reliability. Therefore, the following is recommended:
1 Relief should be granted from the Code required examinations of the subject welds, provided that the above described visual examinations are performed as proposed.
